Teresa has gained many skills while working in the New Hanover County Emergency Management & 911 office for the last 10 years. She works in the areas of emergency preparedness, first responding, incident command, National Incident Management System (NIMS), emergency operations, emergency deployments and volunteer organizations. She received her North Carolina Executive Emergency Manager Certification in 2014. Teresa has also served as a part-time instructor, Cape Fear Community College, in the Community Emergency Response Team (CERT) Basic Training Program, specializing in Disaster Preparedness and Disaster Psychology. Teresa has experience in emergency planning, all-hazards exercise planning, Incident Commander for planned events, Exercise Facilitator, Finance/Admin Section Chief, Logistics Section Chief, Public Information Officer and Emergency Operations Center Support for all specified positions that include all Emergency Support Functions (ESF) and Incident Command System (ICS) positions during emergency activations.
Teresa and her husband Donald worked for approximately 10 years in youth ministry and have two daughters, Caitlin and Jordan.

Mindy is an approved International Critical Incident Stress Foundation CISM instructor. As well, she is an instructor for Hazmat, WMD, CERT, Incident for Terrorist Bombings and Prevention of Suicide Bomber. Chaplain Albright is a certified lay counselor and a Board certified Advanced Crisis and Trauma Chaplain through the American Association for Christian Counselors, certified counselor in suicide prevention, FEMA certified, as well as specializing in crisis intervention debriefing. She is a Law Enforcement Chaplain with the Madison Heights Police Department. As a graduate of the FBI Citizen’s Academy, a member of the FBI Citizen’s Alumni Association and a Rapid Response Team Chaplain with the Billy Graham Evangelical Association this enables Mindy to serve in many dimensions.
